Library card

I. Application for Library Card

1. Readers, who hold valid identity documents (ID card, Household Register, Military Officer Certificate, etc.) and certain guarantee deposit, can apply for Library card at Library Card Application Counter. Library card is common in all reading rooms of Zhengzhou Library. The specific classifications of Library card are shown below.

2. Self-assisted Library card application machine can handle the above three types of Library card. After the card is applied through self-assisted Library card application machine, please take the Library card and payment receipt to get deposit receipt at the service desk.

3. It is free to apply for Library card for the first time. In case of reissuing or returning the lost or artificially damaged Library card, a fee of RMB 10 shall be charged as the cost for each card.

4. Zhengzhou Library is a member of “Zhengzhou Regional Alliance of Public Library Service”. Readers who hold the Library card of Zhengzhou Library can borrow or return books at any allied library.

II. Card Reissuing

1. Library card shall be kept properly. If Library card is lost or damaged artificially, reader shall report the lost or damaged Library card, with the loss reporting period of 7 working days since the date of application. Within the loss reporting period, the functions of the Library card shall be suspended. If the lost Library card is found within the loss reporting period, the reader can apply for making it available. If the lost Library card is not found, the reader can apply for a new card with the reader’s ID card and the original deposit receipt on the expiry of loss reporting period.

2. If Library card is lost and the loss reporting procedures are not handled, the holder of the Library card shall be responsible for the occurred problems or losses arising therefrom.

III. Card Suspending

1. If the overdue fee exceeds RMB 10 (including RMB 10), the borrowing function of the Library card shall be suspended.

2. In case of artificially soiled books or lost books, the reader shall make compensation according to regulations. For those who refuse to make compensation, their Library cards shall be suspended or canceled and the deposit shall be used to pay the compensation fees.

IV. Card Returning

1. Deposit will be fully refunded upon the reader returning the borrowed books and presenting his/her valid ID card, Library card and deposit receipt. If the Library card is lost, a fee of RMB 10 shall be charged as the cost of the Library card at the time of card canceling.

2. If the deposit receipt is lost, reader shall file an application for card canceling by holding the original and copy of his/her valid ID card. Within 7 working days since the date of application, the deposit will be refunded after it is reviewed to be correct by finance department.

3. For handling card canceling procedure on behalf of the other, it is required to handle the card canceling procedure with the original and copy of valid ID cards of the trustor and trustee.

4. For the Library card in the state of card suspending, card canceling shall be handled after corresponding punishment procedures are processed and the Library card reverts to its normal state.
